At the Ministry of Employment and the Economy, the programme is coordinated by the OSKE Centre of Expertise Secretariat (Innovation Department, Innovative Environments team), comprising a Secretary General and two experts.
The primary task of the Secretariat is to prepare annual financing decisions specific to the Competence Clusters and Centres of Expertise, for the Ministry of Employment and the Economy and the Centre of Expertise Committee. The Secretariat develops programme implementation, communications, reporting and the monitoring of results.
Examples of services:
- Marketing and communication: The Secretariat issues briefings on nationwide Centre of Expertise Programme topics on the website and newsletter of the Ministry of Employment and the Economy, and ensures that the ministry’s administrative sector is aware of the programme contents and tasks involved. In addition, the Secretariat manages marketing tools for the entire programme (brochure, PP presentation, websites and the marketing material they contain).
- Internationalisation: Support for the internationalisation activities of Centres of Expertise and Clusters, e.g. communication and cooperation with other national level actors (Tekes, Finnode, Invest in Finland, ELY-centres)
- The Secretariat is responsible for the maintenance and development of electronic systems for Competence Clusters and centres
